If they failed to update the FBI’s NICS database to reflect that, then the Army is liable, because that would have stopped him from buying any guns legally. The Air Force has already settled an almost identical case for $144,500,000.
I’ve read it was a simple admin discharge not specifically addressing mental health. In my experience, trouble-makers were discharged but mental or emotional problems were not highlighted in the paperwork.
He never completed basic training due to a number of issues including his mental capacity, so they separated him out. Yes ... the Army should have put that in the database.
