Because, according to information I saw from a fairly reliable Ukraine/Russia reporter, Denys Davydov, this may have concerned a Russian affair regarding an argument over which flag should fly over the Kremlin during the May 9 celebration below. [could be old USSR flag, or new Russian flag, Peter the Great’s.] The two men on the catwalks were probably trying to remove the flag and put up the right one??? It did little damage to the dome, or injury to the men on the catwalk, so unlikely a “killer” drone from Ukraine.

It would not surprise me in the least to see Putin bring back the Red Banner of the Soviet Union as the national flag of Russia. Heck, I would not be surprised to see him resurrect the name “Union of Soviet Socialist Republics” and then demand that the former republics join the new Soviet empire.
