What a joke, 25 rooms? The MGM in Las Vegas has that many bathrooms on their first floor areas.
Plus the place should have an initial cost as the current rooms left would need steam cleaning.

He is building a very small 25 room resort. That has to be for friends and family. Too small to be economically viable.
