According to Wikipedia (I know) Federalists had their hand in the New Jersey reforms that you attributed to Thomas Jefferson. Maybe you over-drove your headlights; for the first time ever.

Jeffersonian Democratics lead the charge to eliminate property owning requirements for voting and they were in charge in New Jersey in 1807.

Property owning freed-blacks could vote in New York, Pennsylvania and New Jersey:

I think it's still true: where property ownership was the main requirement for voting, women and freed-blacks could and sometimes did vote.
When property owning requirements were first removed, so were the franchises for women & freed-blacks.
