How about not funding agriculture at all? Farmers are some of the best educated (yes, Ag majors learn real science), best businessmen, most innovative and productive men in America. There is no way you can convince me how someone in sitting in DC or a state Capitol knows how to farm better than someone who actually does it for a living. The only things the Dept. Of Agriculture does is get in the way of the productive and subsidizes the unproductive.
