It was a difficult interview to watch, for me. Musk slurred his words, rambled and lost me a number of times. Is English his first language? Tucker had to summarize each prior segment, when they came back to the next segment.

Just you. ;-)
If you see a couple of his keynotes or whatever (widely available on youtube et. al.) That’s just his style of conversing. For me it seems he’s used to delving into technical details and is finding it a bit difficult to “dumb it down” for the audience.

Musk is not a trained public speaker. That considered, he does OK.
Yeah. Had to listen closely.
As for Tucker's summaries, he didn't "have to" summarize Musk, it's Tucker's habit/reporting style to summarize the significant parts of the dialog provided by people he interviews.
Musk takes the time to think deeply what his replies will be.
He does have a distinct way of expressing his views, but it is worth it to be patient and listen to what he says.
He is brilliant and listening to him carefully is important.
