Yes, supporters of Russia would say that. But the Americans were officially members of the Ukrainian Army and weren't paid as much (considering inflation since then) as those who went to Angola during the '70s as mercenaries (separate from the army there) to fight against communists.

Why not pay the US soldiers well? It is the US taxpayers paying all Ukraine soldiers and Ukraine’s crooked government.
