This is a routine training exercise, they are not being sent to attack Russia as you keep saying, and they don’t exist for or have a role in domestic riots.

Again, you are thinking in terms of what used to be. A state's national guard is indeed there to intervene in riots & such, when called upon by the state's governor to do so.

The role of a state's National Guard in the United States is to execute the Laws of the Union, suppress Insurrections and repel Invasion, as required by the Constitution. It is generally called up for these tasks.

While the governor generally has been the one who dictates control over his state's national guard, but the president can & does override a governor's authority.
