Spending bills are for Americans, and Americans also have a foreign policy, and a defense department. Foreign policy includes aid for our friends, with Ukraine being one of them. And defense includes aiding our friends when they are threatened.

Ever heard of NATO? NATO is heavily dependent on American money or spending. Foreign policy includes making sure that foreign threats do not come to our shores, and it's a lot wiser to spend the money overseas than to have to spend it here at home when the enemy brings the threats home.
