That chart is worthless. China and India are paying far less than the world price for oil. And the ghost tankers Russia must rely on are very expensive, because no insurance company will provide coverage for them.
That’s the price of the Russian Ural brand - what Russia has to sell it for. Has nothing to do with world market prices.
