Liability as far as publishing libel, slander, etc, sure. But it also specifically states it doesn’t shield them in quite a few other ways, such violations of privacy or intellectual property laws, state laws, or, what is relevant here, criminal laws.

Mayor Bowser won’t send the DC National Guard or even extra cops. She supports the criminals and loons that are putting this on. In addition, her police force is undermanned and there’s a Nationals game, so the obvious choice is to send extra cops to the game, not the riot. She says she’s activating emergency services, but there aren’t going to be barb-wire fences or phalanxes of riot cops, I think.
The Supreme Court doesn’t really have their own police force, and while McCarthy might send some Capitol Police there, there won’t be enough to protect either building if the vengeance gets out of control.
