If the Founders ever dreamed of horseless carriages, and then thought that the government might think they could license who could operate them, they probably would have made an amendment to stop that too, though.

If they these same people we have in power now were in power 180 years ago, they would have forced everyone to register their wagons, and have a license to ride a horse and then taxed the s**t out of them.
