In theory, it’s not difficult to produce a HIMARS (really a GMLRS) equivalent. Starting with say the ex-Soviet Uragan rocket system.

The guidance could be based on the Russian GLONASS the Russian GPS equivalent. This service should be able to produce acceptable accuracy. The question is adapting a cheap, munitions grade satellite receiver on the Uragan warheads, and a linked maneuvering package to the rocket. This would be a completely new missile system vs the old Uragan unguided rockets.

There is supposedly a guided version of the Uragan rockets already. Or there was, details are sketchy.

But any Russian version lacks access to essential Western parts and chips.
