Seems to me that Canada could attract immigrants from the civilized world if it tried. The US...Britain...Ireland...Australia...Singapore...and other prosperous,English speaking,countries. Even Japan,South Korea and France.
But they're not trying to do that.

None of those countries produce enough people to drive immigration - moreover why would people in all the countries you list leave their wonderful home countries anyway?
