A Grand Jury is a one-sided process, the Prosecution only calls witnesses who can help indict the accused.
The only reason the NY Prosecutors would call Costello is because he provided some type of hard evidence that it was Cohen and not Trump who was behind the scheme to pay off Daniels. If the evidence is in the Prosecutor’s hands, they can’t ignore it or else they’ll get burned when Trump’s lawyers ask why they indicted Trump when they had evidence Trump was innocent.
The Prosecutors are going to put Cohen back on the stand so he lie his butt off and deny whatever Costello says, which will provide cover for the Prosecutors later on.
