Probably so. But the other thing I've noticed is that Europe's parliamentary system of government makes it easier for alternative parties to exist. Our sclerotic supposed "two party" system makes it very difficult for other parties to even get on the ballot.
Netherlands is known for being the first nation to legalize euthanasia and same-sex marriage. Aside from that, prostitution is legal in the country.
