Our Pres. Slick signed it but did not submit it to Congress for approval.
In US law it's the equivalent of an executive order, which was never revoked.

In international law, it's a treaty for all practical purposes.

A US failure to honor its commitments in the 1994 Budapest Memorandum will negatively impact every US foreign commitment.
