1) The Great Russian Winter Offensive has so far resulted in nothing more than Russian forces being pushed into an undefendable salient around Bakhmut. Sending the main Ukrainian Army into that battle in the next weeks could be very productive.
2) Ukraine can leave its main force as an army-in-being and force Russia to maintain large defensive formations from Bryansk to Melitopol.
Sure, nothing says winning like waiting to win and announcing your winning strategy, color me less than convinced.

The timing is predictable even without an announcement. It is in two months that the mud season will end and the ground is hard enough to support armored vehicles. The Russians, and anyone familiar with the weather in Ukraine, already know this.
Ukraine has absolutely NO chance of ever regaining the annexed territory. The Russians are clearing it out and digging in. Any counteroffensive will simply result in thousands of more Ukrainians dying.
Zelensky and Ukraine has to promised a counteroffensive to keep the money rolling in. And, the Ukrainians will have to go through with it even if they get slaughtered.
Thinking attacks along that line are too close to Russian border and too near supplies inside Russia,
