The primary task and responsibility of the Saudi King is Keeper of The Two Holy Mosques. He has a responsibility to the Islamic world. That includes Iran that is prohibited from the Hajj since there was an attack.

Attendance to the Hajj is one of the Five Pillars of Islam as stated by Mohammed himself. So, some accommodation must be made if there is strong assurance of religious rather than political attendance
