Metropolitan Police Department Chief Robert Contee has a commonsense solution to rising homicides in Washington: “We need to keep violent people in jail.”
Asked at a press conference Monday if he expected the Council of the District of Columbia to change its approach to crime now that homicides have risen 30% so far this year, Contee responded, “What we gotta do if we really want to see homicides go down is keep bad guys with guns in jail.”

If you have to build more jails, then build them.
The first purpose of prison is not justice, or punishment, or rehabilitation, though all of those things matter. The first purpose is simply to confine and restrain the criminal so he can’t continue harming the honest people outside.
Crimes accompanied by violence merit tough sentences, for the sake of the ordinary people who would otherwise be victims. A repeated violent offender merits a life sentence, because he clearly can’t control his impulses, and can’t be allowed to roam free.

The death penalty is not available in each state and the Feds use technicalities to charge people in such as way as to say “thus the criminal is subject to the federal death penalty.”
They want all the fun.
The death penalty should be expanded exponentially. The criminals in heinous cases should be killed by the system, not lingering and smirking and getting re-trials or further delays for decades, while the children and adults they killed are dead-—the decision to kill them having been made by the killers.
Executed felons are no longer a waste of our millions of dollars in prison-——and they are “deterred” from further crimes by their end.

People notice crime is high. So sentencing gets tougher, putting more criminals in prison.
Crime decreases.
People notice a disproportionate number of prisoners are black. That's racist, so they lessen sentencing.
Crime increases.
Repeat cycle.

That solution was re-discovered back during the mistakes of 1968. But the Democrats screwed up again when California governor Edmund Brown began to close down the mental institutions. Following administrations did the same.
