In fact they do not plan at all.
A family that moved into our area last summer was surprised by a December snow. It was not that bad but the lights did go out. I had Oldest Son go over and ask how they were doing. Let's just say, not good. No lights, no water, no wood. So he invited them back to our place where we had the woodstove going.
They could see the smoke from our stove and those of three other neighbors and it never dawned on them to go knock on the door and ask if we would share our fire.
