The design to collapse into its own footprint depends on the building being complete and intact, and that explosive charges are placed in specific places near the base.
Collapsing in an incomplete state, with fire-weakened structures over the entire height.... I wouldn't bet on anything. it could just as easily fall over like a felled tree, or crumble over many city blocks.
What an awful mess.

The firemen spraying water on the fire looked pretty ineffective. I guess you try to contain it, wait for the more combustible materials to burn out, and then hose it down for 6 hours or more...
