Sounds like some dumbass packed a firework in his checked luggage.

The baggage also contained a can of butane, a lighter, a pipe with white powder residue, a wireless drill with cordless batteries, and two GFCI outlets taped together with black tape.

These are all innocent items your average traveler neatly conceals inside the lining of his luggage.

No the article didn't say that.

The only item specifically noted in the lining:
1. was what appears to be commercial grade fireworks. Dumb and not permitted.

The baggage also contained, note not the lining.

1. A can of butane. Probably a refill for the lighter. Dumb and not permitted.
2. A lighter. Probably not if filled Dumb and not permitted.
3. A wireless drill with cordless batteries.
