So electronic alarm that alerts clerk, can not possibly exist in your world. Electronic alarm that the TSA "claims" to have, absolutely true. Heroes they are.

The “inside the lining” phrase was used for the potential explosive (firework) because it shows intentional artifice (attempt to conceal). ie: he knew it was or should have known the item was prohibited and dangerous.
As far as the other items they appear to be secondary to the bag search but still had prohibited items. It is virtually impossible to conceal a cordless drill with batteries inside the lining of a bag and why would he.
We are also reading about this through a 3rd party namely a reporter who are not the best sources these days. This report is basically click bait for the NY POST. There have been far worse found found in checked bags. You just don't hear about it.
