Even though an agreement had been tentatively reached in 2014

actually, before that, an agreement had been reached in 1991, when the old Soviet Union broke up, and Russia promised to recognize its neighbors' borders

in the 1994 Budapest Agreement, Russia further agreed to recognize Ukraine's sovereignty, in exchange for it giving up nukes

in 2006 Russia invaded neighboring Georgia despite no provocation ... so much for Russia's signed promises

Aggressive NATO expansion may have had a little something to do with triggering Russian military responses.

No matter though, President Biden implied a minor incursion would be no-big-deal.
