War is over when fighting ceases.

Fighting has not ceased.

Thus the war is not over.

quite simple really.

Also if it is over, the Z govt should be gone as you said its over would require.

The "experts" have been saying that since it started. First they said it would be over in days. Then in 10 days to two weeks. Then it turned into a few months. Now it's "any day," repeatedly. And they're never right, but to themselves they're never wrong.

Unfortunately, as long as the Military-Industrial Complex can make money off of this, without spilling American blood again, they'll drag it out as long as possible. And weakening Russia in the process -- because they're a "corporate" threat to the MIC, not a military threat -- then it's a win-win for the MIC. In essence, take out the competition for selling arms to the world. There's big money in weapons and war, and it's always about money.

Wagner Group is just mad that the Russian Military will take credit for winning the war.

Wagner has done the heavy lifting in the “Close with and Destroy” Infantry fighting. Wagner has been recognized as hero’s of Russia. Now it is time for the actual Russian Combined Arms Groups or Military take over. Wagner as a contractor will not be necessary for the finishing the job. Wagner’s leader really loves making money and the dirty work but the contract’s almost over.

Because Russia’s economy could not support its whole military budget anymore. So they split off quite a bit of it to Wagner, and Wagner was able to sell its services to African warlords and such to actually bring in income, instead of just being funded by the Russian government.

Russian law forbids doing certain things with the Russian army if they are not at war. Hence the mercenaries. We do the same thing in the USA except we like to call them contractors instead.
