Neocons/neolibs bombed Serbia to help Muslims on hyped claims, invaded Iraq on WMD lies, had NATO go against its charter and attack Libya when Libya hadn’t attacked a NATO member and Obama didn’t prove the allegations that Gaddafi was going to kill 10k of his own people, and put troops in Syria to guard oil wells as Trump said, etc, etc.
And then they say to hate Russia, please hate them, please say they’re pure as the driven snow, say nothing about their hypocrisy, and if you don’t they say you hate America when pointing out all sides out and also support Putin, too!

China doesn’t speak out loud the plan to split Russia into pieces and halve its population.

Russia was not told nor promised anything of the sort.

- the USSR was told not NATO troops in Eastern Germany.
- at that point in 1989, the Soviet bloc was still around and there was every indication it would last a long time more, do NATO moving into those areas was not dreamed of by either side nor discussed.
- so no promise was made to “Russia” about Poland, the Baltic etc joining NATO as it was not even a dream at that point

So he thinks China is making some noise about extending lethal aid to Russia, not because they have an intention to deliver, but because they want to extract concessions from the U.S. not to do something they have no intention of doing anyway.
