MN will probably fine anyone buying from outside states and confiscate the offending property. They may also reserve the right to fine businesses that sell any offending equipment to someone having a MN residence (thus placing another requirement on all retailers to verify who they sell what to).
Don’t think for one second this hasn’t been contemplated, it isn’t a novel idea.
