A lot of those HASP payloads require FAA clearance before launch.
The Micro Pico Balloons doee not require FAA clearance due to their weight.

Oh man, you nailed it. Just what I was thinking. He’ll read what his handler’s wrote and shuffle away never taking any questions, or possibly one or two from “journalist” plants.
