This appears to have been a false alarm: New NORAD statement says “NORAD detected a radar anomaly and sent fighter aircraft to investigate. Those aircraft did not identify any object to correlate to the radar hits. NORAD will continue to monitor the situation.”

To go further...My thought is that the government has hired a few balloon folks to test our systems...in other words....they have no idea what the hell is going on....and wants to see what can get by at certain altitudes. They're stuck on stupid...and don't know what the hell to do.
