No and no. Right after Bush won the Gulf War in ‘91 he had the highest ever approval rating of any president: 90%.
Yeah, that “No New Taxes” remark hurt, but it was H. Ross siphoning off conservative votes that gave Bubba the victory.
Then he looked at his watch in the debate and let Clinton walk all over him. Of course, Clinton was his best buddy, so he probably threw that election anyway.
