Hello, did you ever here of a place called Taiwan? AKA Formosa. Those weapons where for Formosa should the CCP decide to invade it.
If you have to use javelins, howitzers or HIMARS against China, we have already lost. Its not a land war against China. Its going to be cruise missiles, air force, navy ships and aircraft carriers trying to stop the invasion/landing force.
