Ortega claimed he was told by VanCamp that he was prohibited from picking up his step-daughter since he wasn't a blood relative and was gay. Sounds like its because the school does not consider the father's boyfriend to be an actual stepfather.

Their simple declaration? Can this unrelated deviant adopt the girl even though she already has a mother and a father? I don’t think so.
