Cameras and comm with satellites? We do that from Mars, and beyond. What would China risk on this mission?

Not necessarily.

Punch a few holes in the envelope and it will come down very slowly and hit the water partially inflated for a soft landing. The partially inflated balloon will keep the thing from sinking. Water damage to the ISR pod can be a problem but can be mitigated if they work fast to recover.

Even if damaged, the ISR pod contents can give a good read on Chinese tech and who they stole It from
