Sue the school board for damages, for failing to protect the daughter. Sue the parents of the children for not raising them right.
The young punks should be arrested and sent to juvie prison until they are 21. The mother should definitely sue the school and bus company. That neither of the adults on the bus intervened is a travesty.
Missing in the article is the race of the little girl as well as the race of the attackers. Something that would have not been overlooked if the races were reversed.

After that incident we home schooled her along with the rest of the children in our family.
A year later the boy was arrested and sent to a state school because he stabbed a teacher with a pencil. Buried it in her chest all the way down to the eraser. The following year he was right back in the same school.
I was bullied in junior high and totally randomly beaten while bystanders merely watched, inert. Not a reason, just picking someone innocent (me) at random.
Is it true that assaults by cretins in school are under a policy of “both the accuser-victim and the attacker get suspended?” I heard that a few years ago.

The thin veneer of civilization has been cracking for over half a century under the assault of the left. The primary responsibility of government is to protect citizens from enemies foreign and domestic. Our government not only fails to protect, it’s policies facilitate evil preying on citizens throughout the land.
The barbarians run free among us. The mass migration of people across our southern border, and the accompanying criminal activity is encouraged, assisted and funded by our government. Police and prosecutors routinely ignore petty and violent crime. Hardened criminals are not prosecuted or are released early to terrorize communities. Yet our military is routinely deployed in foreign countries, posing no threat to the homeland. Today the stockpiles of the military are being depleted to repel the invaders of Ukraine while millions of invaders freely cross our borders and settle across the homeland.
Fiscally the nation is insolvent and the day of reckoning looms closer. An addled puppet sits on the throne in our nation’s capital and the media portrays him as both competent and a great leader. The pews of our churches are emptying as church leaders and the population at large forsake God for the sewer of social media, video games, Hollywood films and television. The recent “pandemic” demonstrated the masses will submit without question to tyranny in the name of “safety”. Instead of protecting children parents, educators and doctors, obsessed with gender, mutilate the bodies of the children they should be protecting.
The cracks in the veneer of civilization have widened to canyons and chasms as our institutions fail and what is left of our culture disappears. For many citizens, including a nine year old girl in Florida, civilization has already collapsed.
So the school wants to punish the girl for being bullied? That’s what telling the parents to enroll their kids in another school amounts to. Your children should not be taught by Marxists.
Replace the person running the school with someone who takes education seriously.
