No disagreement here. But, I do agree with others that this is a pre-emptive move / intended as a deterrent...
I think so too, and I think it may be something he needs to
do preemptively in order to get a quick start if he needs to.
He’s prepping. If he didn’t do this, he’s have to do it
later, and that could take time.
If they do something at odd hours or on a weekend, it might
be critical that he has already done this.
