Obviously there has to be more than “planes” in the package. Pilots, mechanics, parts, parts and more parts.
Some of the planes that get “shot down” will bring a pretty penny on the black market.

That’s just it, it is not obvious. It’s one thing to provide equipment, it’s another to provide boots on the ground. What exactly will be provided?
As I inferred, just giving the equipment, even with training is a waste. To be effective they need experienced crews and pilots that are not being mentored in the package.
