A special election is held. It is only when a Senator dies or steps down that a governor gets to appoint their replacement.

No, governors do not replace Members of the House of representatives. A date would be fixed for a special election. I think if a seat is vacate within 180 days or less before the end of the members term there is no special election just the regular November election.
