While I don’t completely disagree with either of your solutions, I propose something else.
Wall all of them off. Giant T Walls. Controlled access. Force every liberal that has left the cities for the suburbs and rural small towns, back into the cities. Let them live with and among all those they say they care about.
Let the carnage begin.

I grew up there from 1967 to 1980. It was a very different city/county then.
Even this stat is not the whole story.
I live in Harris county Texas (Houston) it has a really high crime rate. But not where we live.
Keep in mind what is astonishing is that black males make up 6% of the population, but account for 40% of the crime classified as violent. If all things were equal, black men would account for 6% of the total violent crime, and white males, about 30% of the population, would account for roughly 60% of the remaining amount, with women of all colors, and men of all colors, making up the rest of it.
But one can see the numbers are wildly out of proportion.
In this case, if black males account for 40% of all violent crimes, that leaves 60% of committed violent crime for all other races and sexes. White non-hispanic men, being 30% of the total population, probably make up a good percentage of that remaining 60% of violent crime, how much I don't know. (by the way, I am rounding the numbers-blacks make up 12% of the population, so I just take 50% of them as males. I do the same with non-hispanic whites of all sexes making up around 60% of the total population, so men (again half of that) make up about 30% of the total overall population.)
The population data is from the Census website, and the crime data is from the FBI UCR website at LINK: Federal Bureau of Investigation Crime Data Explorer
Give it a try to see if you get a different result. (I recall I ran it for data from 2009 to 2019).
Heather MacDonald (who also wrote an excellent book "The Diversity Delusion" a columnist at the WSJ was excoriated by the Left for commenting in her article about this same data, but they couldn't fire her because the facts and data speak for themselves.

Ah! Never mind-I didn’t realize that you had viewed the data the way you did before I wrote the post above.
Bet all those “New Orleans” hurricane victims that Houston tool in thanks to Rick Perry changed that city forever and forever worse.
To normal people they are, but to the race-conscious Census Bureau, they love to divide people up into non-hispanic whites and hispanics.
They are a bunch of Leftist a-holes over there. The official website is all about diversity. It is a bunch of crap, but hey, our taxpayer dollars paid for it.
Also, I don’t know if I would even trust the FBI UCR database anymore. The only thing that even remotely keeps it honest if it is, is that the data is collected by police departments on the ground across the country and sent to them. If the FBI tampered with it, it might show up for someone slicing and dicing the data in a given area and finding a discrepancy with their own law enforcement.
I don’t trust the FBI or DOJ for anything at all anymore. Nothing.
