Adraft of the new House rules package that's circulating among lawmakers on Friday evening has been obtained by Just the News.
The package contains changes to the rules related to appropriations process that would allow amendments on the floor from any member regardless of the committees on which they sit, the reinstatement of the Holman rule that allows the House to strip funding for salaries of certain federal programs or cut specific government programs and allowing only one lawmaker to make a motion to remove the House speaker.
The final rules package is expected to be voted on late Friday if House Republican leader Kevin McCarthy gains enough votes to become speaker in the next voting round.
A House member told Just the News that the language in the rules package is subject to change as some members might object to portions of it ahead of the vote.
Texas GOP Rep. Tony Gonzales publicly announced that would be opposing the rules package as written.
"I am a NO on the house rules package. Welcome to the 118th Congress," Gonzales wrote on Friday night.

Somebody needs to explain to me how the 20 were supposed to vote for Speaker with rules package not accepted yet? You could say I’ll vote for you if you always give me my way and Mcarthy says, sounds good to me, and then when you are speaker say “That wasn’t part of the deal”.

Well, there you have it. The negotiations, and McCarthy’s agreement, was a joke.
