California only has a little over 5% Negro population. Essentially 95% of California is non-Negro. And California enacted equality laws starting in the 1870s, more 100 years before that idea became the norm. California was never a slave state, and fought on the Union side during the Civil War.

Quite honestly, this is perhaps the worst policy proposal I have ever heard. Beyone the horrendous cost (which I doubt even CA can afford), it is a recipe for chaos. If you give people vast amounts of money they have not earned, it will likely slip through their fingers very, very quickly. It will also make them targets in ways they probably don’t yet comprehend. In very short order, they will be fleeced and be angrier & more confuse than ever. I also suspect that much of this money will end up in the hands of White Libs.
