California only has a little over 5% Negro population. Essentially 95% of California is non-Negro. And California enacted equality laws starting in the 1870s, more 100 years before that idea became the norm. California was never a slave state, and fought on the Union side during the Civil War.
California owes nothing to Negros.

I assume a good number have already left because they can no longer afford California. Cities in the Sunbelt are growing, especially Atlanta which appeals to Blacks.
