Completely correct. Taking from productivity via taxation to fund the commonweal REQUIRES that "taking" does not depress productivity in the process. The West, with its faux-Lefty "basic income" and welfare and disability and more, is laden with more takers than makers. The cause and effect are known, and to my mind accelerating in the wrong direction.

The city of DC should be turned into a museum, and the governmental agencies spread all over the country.

Uzbekistan owns more than 300 buildings?
I have long argued most of the federal employees in Washington DC need to be transferred to Quonset huts in remote North Dakota. Set them up in buildings on dead-end gravel roads with only basic desks and outside porta-potties. Install just one Internet port in each building for supervisor use only. Wherever possible, install one land line phone in each building and choose a building location beyond cell tower range.

Any guesses on how much longer until California figures that out?
I wager sooner, rather than later. As the devastation of inner cities, their public places littered with the effects of vagrancy, drug use, mental illness and more, proceeds, that sort of Democrat inner city politics which professes to offer solutions but delivers only growing problems will self-destruct.
