Term limits weren't a problem before central air conditioning was installed in the Capitol. It made DC livable year round. Before that, Congress got its work done before the end of May, to escape the oppressive summer heat in DC.

Texas summers can't hold a candle to DC summers when it comes to nastiness...it's the humidity that makes it so.
