But Russia did not want a buffer area. And it was Ukraine itself seeking NATO membership, and not the other way around.

Ukraine wasnt going to be in NATO in the long long foreseeable future. As long as the seperatist areas and Crimea under Russia control there was no way in hell Ukraine was going NATO. So defacto Ukraine already WAS a buffer area between Russia and NATO.
