Look up the word 'appeasement'. Putin annexed Crimea in 2014, the West set some limited sanctions. Putin in 2014 fermented a 'separatist' war in eastern Ukraine, Obama for two years, refused to send weapons saying he wanted peace negotiations with Russia to run their course before deciding to send “lethal defensive” arms to help Kyiv. Putin's reaction? In 2022 he invaded Ukraine completely trying to conquer the whole country including the capitol. Appeasement doesn't work, against warmongers like Putin.
