You are probably right. The “lid” is so that all the leaders (0bama, Rice, Jarrett, et al) can convene a big zoom meeting, instruct Kalama as to keeping her mouth shut, give Mayorkas some promise of a bonus down the road, and then (as you said)… proceed to ignore the SC.
