Ballots have no way to authentication once the ballot is removed and separated from the outside envelope.

Exactly. Republicans just recounting the same unauthenticated ballots gives the Democrats the PR win when the Republicans arrive at the same number.
Unfortunately the real problem was the sabotaged voting machines in the solid Republican precincts on Election Day. It cost Lake 100,000 votes minimum. Inspecting ballots will do nothing to fix that.
“-—no way to authentication” Well, for one way, remember in the 2020 audit they found something over 80,000 ballots in the Maricopa that were printed on illegal /non-standard paper. Those were nearly all for Budum and should have been disqualified. there’s more.
Then the judge needs to consider they destroyed the chain of custody and comingled uncounted ballots with tabulated ballots.
