It would make more sense to me if Trump would come out with a plan showing how he was going to win back the states he won in 2016 and lost in 2020.
And laid out the details, enlisting citizens of those states to fix the election process, etc.
I can tell you how he lost Arizona and Georgia in 2020. It’s the same reason that Hobbs is governor of Arizona and Warnock is a senator

Without returning trust in the process he’s just hallucinating about what he’ll do after inauguration.
