Yes, and Levin’s point is the democrats will walk in lockstep with their 212 votes and just have to reel off 6 RINOS to have a rat speaker in a republican majority house.
It also means the Republicans aren't going to vote for anyone else. And even if they somehow do, the rest of the caucus will deeply resent the hell out of being blackmailed by a small minority. So once the new Speaker is elected - at best someone like Scalise who is no better and perhaps worse than McCarthy - the holdouts will have spent their bargaining chip. And the. The rest of the caucus will take it out on them for the next two years.
That's best case. Worst case is that some actual RINOs get sick of the infighting and defect to the Democrats for the Speakership vote.
